Mom's lived in a place that the landlord told her to "not touch the air conditioner or thermostat." She immediately started looking for a new place to live.
It was 40 degrees outside and in the mid to upper 80's indoors. She has health problems and she was VERY uncomfortable, especially with her Asthma. So, she opened the window and it only got down to 80 degrees in her apartment after waiting 48 hours.
I think it's elder abuse if the landlord doesn't provide proper accommodations.
